A Festival Problem for Environment

Various countries around the world celebrate different festivals all over the year.
50 Greatest Festivals in the World

Every Festival has its own charm and its own joy. Personally i love the festival of Holi in India. It is going to start in a week (17th March, 2014). But today when i was roaming around in the city i observed that there are many plastic bags that are lying on the roads. For those who are foreigners, Holi festival is celebrated with water filled in small plastic bags and is thrown on each other. It is also celebrated with lots of different colors and that is the best part where all the people in the country come down on the streets to celebrate this beautiful festival, eat lots of variety of food and have Bhang (Cannabis).

But this holi festival is left over with a lot of plastic bags as children from the roof tops of the buildings throw water filled plastic bags and this creates a lot of waste all around the street and at the end of the festival when the streets are being cleaned, most of this plastic waste is collected and dumped in the land fills or burnt.

By doing this i m not trying to criticize the festival by any chance but just trying to find an alternative to what can be used in place of the plastic bags?
